You double-click a PDF expecting it to open in Adobe Acrobat or Preview, and instead it launches in Microsoft Edge. Or it opens in Photoshop. Or an obscure application you installed months ago and forgot about suddenly springs to life and announces itself as your new default PDF handler. This is not a malfunction. It is a file association conflict, and it happens because your operating system has decided, either through its own logic or through the persuasion of a recently installed application, that a different program should handle PDFs.
The fix is straightforward on both Windows and Mac, but the two platforms handle file associations differently, and the steps are not always obvious. Understanding how your operating system decides which application opens a PDF enables you to set it correctly once and have it stay set.
How Windows Decides Which Application Opens a PDF
Windows uses a file association system based on the file extension. The .pdf extension is mapped to a default application in the Windows Registry. When you double-click a PDF, Windows looks up the registered handler for .pdf and launches that application. If multiple applications have registered themselves as PDF handlers, Windows uses the one marked as the current default. Applications can change this default during installation, which is why installing a new PDF-related application sometimes silently reassigns PDF handling to itself.
To change the default PDF application on Windows 11, open Settings, go to Apps, then Default Apps. Scroll to "Choose defaults by file type" or search for .pdf in the file type list. Click the current default application next to .pdf and select your preferred PDF viewer from the list. If your preferred application is not listed, click "Choose an app on your PC" and browse to the application's executable file. The change takes effect immediately. Any PDF you open from that point forward will use the new default application.
On Windows 10, the path is slightly different: Settings, Apps, Default Apps, then "Choose default apps by file type." The rest of the process is identical. For either version, you can also right-click any PDF file in File Explorer, choose Open With, select Choose Another App, pick the application you want, and check "Always use this app to open .pdf files." This method is faster than navigating through Settings and accomplishes the same result.
How macOS Decides Which Application Opens a PDF
macOS manages file associations differently from Windows. Instead of a centralized registry, each file carries metadata that records which application created it and which application should open it. This metadata, stored in the file's resource fork and tracked by Launch Services, can override the system-wide default for a specific file. This is why one PDF on your Mac might open in Preview while another PDF from the same folder opens in Adobe Acrobat. The PDF Navigation through different applications can feel unpredictable until you understand this per-file metadata system. The files have different creator application metadata.
To change the default PDF application for all PDFs on a Mac, select any PDF file in Finder, press Command+I to open the Get Info panel, and find the "Open with" section. Select your preferred application from the dropdown menu. Then, and this is the step most people miss, click the "Change All" button below the dropdown. This tells macOS to use the selected application for every .pdf file, not just the one you have selected. Confirm the change when prompted. From that point forward, double-clicking any PDF launches your chosen Mac PDF application.
If individual PDFs still open in the wrong application after changing the default, they have per-file creator metadata that is overriding the system default. Open the Get Info panel for that specific file, change the Open With setting, and do not click Change All. This changes only that file. The file-specific override takes precedence over the system default, which is why a few stubborn files may resist your global change.
Why Browser PDF Viewers Sometimes Take Over
Modern web browsers, Chrome, Edge, Firefox, each include a built-in PDF viewer. When you download a PDF and click it in the browser's download bar, the browser opens it in its own viewer rather than launching your system's default PDF application. This is browser behavior, not an operating system file association. The browser is handling the file it just downloaded, not responding to a file type association.
In Chrome, you can change this behavior in Settings, Privacy and Security, Site Settings, Additional Content Settings, PDF Documents. Toggle "Download PDF files instead of automatically opening them in Chrome" to on. With this setting enabled, Chrome downloads the PDF to your computer and you open it manually in your preferred PDF application. In Edge, the setting is under Settings, Cookies and Site Permissions, PDF Documents. In Firefox, go to Settings, General, Applications, and set the Portable Document Format (PDF) entry to your preferred action. Each browser phrases this setting slightly differently, but the effect is the same: stop the browser from intercepting PDFs and let the operating system's file association do its job.
When an Application Hijacks PDF Handling During Installation
Some applications, most notably Adobe Acrobat and certain design and productivity suites, change the default PDF handler during installation without clearly asking for permission. The change might be mentioned in a pre-checked checkbox during the installation wizard, or it might happen silently as part of the installation process. Either way, you suddenly find that double-clicking a PDF launches an application you did not expect.
Preventing this is partly about vigilance during installation, unchecking boxes that offer to set the application as the default, and partly about knowing how to change the default back after the fact using the steps described above. On Windows, some applications also register themselves as recommended handlers through the Windows Default Apps interface, which is less aggressive than silently changing the registry but can still result in the application appearing as the suggested choice in the Open With menu.
