How to Remove a PDF Watermark When It Uses Full Transparency

A PDF arrives with a watermark that is barely visible. It uses full transparency, set to an opacity of perhaps ten or fifteen percent. The text beneath it is perfectly readable because the watermark is so faint. But the watermark is still there, on every page, and it needs to be removed before the document can be distributed as a clean final version.
