A confidential document, an internal financial analysis, a proprietary training manual, a legal strategy memo, needs to be shared with specific individuals for reading only. The content must be accessible on screen. Every other action, printing to paper, copying text to another document, editing the content, should be blocked. The document's owner needs to control not just who can open the file, but what they can do with it after it is open.
PDF security permissions can independently disable printing, content copying, and editing while still allowing the document to be opened and read on screen. Each permission is a separate switch that the document owner controls.
Protecting a PDF Security document from being printed or having content copied involves applying an owner password with every restrictive permission enabled, and optionally applying a user password to control who can open the document at all. Applying Maximum Document Restrictions
In Adobe Acrobat Pro, open File, Properties, Security, and select Password Security from the Security Method dropdown. In the dialog, check Restrict editing and printing. Set the Printing Allowed dropdown to None to completely disable all printing, including printing to physical paper and printing to a virtual PDF printer. Set the Changes Allowed dropdown to None to disable all editing, annotation, and modification.
Uncheck the Enable copying of text, images, and other content checkbox to prevent recipients from selecting text and copying it to the clipboard. This blocks all content extraction, including copy-paste, screen capture via PDF-based text extraction, and automated content scraping. Keep the Enable text access for screen reader devices checkbox checked to maintain accessibility for visually impaired users who rely on assistive technology, unless the document's sensitivity level absolutely requires disabling even this access.
Adding a User Password for Opening the Document
The owner password controls permissions on the document after it is opened. A user password, also called an open password, controls whether the document can be opened at all. Check the Require a password to open the document checkbox and enter a user password. The recipient must enter this password before they can view any content. Without the user password, the document cannot be opened and none of the permission settings are relevant.
Communicate the user password to authorized recipients through a separate channel from the document itself. Email the document as an attachment and send the password through a text message, a phone call, or an encrypted messaging app. The two-channel approach means an attacker who intercepts the email has the document but cannot open it without the password from the separate channel.
Understanding the Limitations of PDF Permission Restrictions
PDF permission restrictions are enforced by the PDF viewer software, not by the operating system or the hardware. A viewer that honors the PDF specification respects the restrictions. A viewer or a tool that ignores the restrictions can bypass them. Most mainstream PDF viewers, Adobe Acrobat, browser-based viewers, mobile apps, honor PDF permission settings. Third-party tools designed to bypass restrictions exist and are easily found online.
Permission restrictions provide a reasonable level of protection against casual misuse by cooperative recipients. They do not provide protection against a determined recipient with access to restriction-removal tools. For documents where the content must be protected against all forms of extraction, consider a DRM solution that enforces access controls at the server level rather than relying on viewer compliance with file-level permission flags.

Testing the Document Under Recipient Conditions
After applying restrictions, close the document completely and reopen it without entering the owner password. The restrictions should be active. Test each restricted operation: attempt to print, confirm the print function is grayed out. Attempt to select and copy text, confirm text selection is disabled. Attempt to edit content, confirm editing tools are non-functional. Open the document in at least one viewer other than Acrobat to confirm the restrictions are honored across viewing applications.
Open Document Properties and check the Security tab. The Document Restrictions Summary should show Printing: Not Allowed, Document Editing: Not Allowed, Content Copying: Not Allowed, and any other restrictions you configured. This summary is the definitive record of what the document allows and prohibits.
