What Does Flattening a PDF Actually Do?

A PDF can contain multiple layers of content: the base page content, interactive form fields, annotations like highlights and sticky notes, digital signatures, and transparency layers from design software. Flattening merges all of these into one permanent layer. Afterwards, form fields are no longer fillable, annotations can't be moved or deleted, and any transparency effects are resolved into solid pixels.

The document looks identical before and after flattening โ€” the difference is that the content is now locked in place and can't be separated back into its components.

When You Need to Flatten a PDF

The most common situations where flattening is necessary: sending a signed form where you don't want the signature to be removable; submitting a PDF to a printer that has trouble rendering transparency layers; archiving a completed form so the filled-in values are permanently embedded; and preventing recipients from altering annotations you've added to a reviewed document.

Some PDF/A archiving standards also require flattening to ensure long-term readability โ€” embedded interactive elements may not be supported by future PDF viewers.

How to Flatten a PDF Online

Flattening vs Locking a PDF

Flattening and locking serve different purposes. Flattening permanently merges content so it can't be separated โ€” it's irreversible and doesn't require a password. Locking (password protection) restricts what recipients can do but doesn't change the underlying file structure โ€” someone with the password can still unlock and edit it.

For signed contracts and completed forms, combining both is a common approach: flatten to make the content permanent, then use a PDF Security tool to add a permissions password that prevents further editing. This creates a document that is both structurally locked and access-controlled.
