Locking (password protection) restricts what recipients can do but doesn't change the underlying file structure โ someone with the password can still unlock and edit it.
For signed contracts and completed forms, combining both is a common approach: flatten to make the content permanent, then use a PDF Security tool to add a permissions password that prevents further editing. This creates a document that is both structurally locked and access-controlled.
