Can You Convert an Image to a Searchable PDF?

Converting an image to a searchable PDF is a two-stage process: first the image becomes a PDF, then OCR adds a text layer so the content can be searched and selected. Both steps can be done together in tools that support it, or separately if you prefer more control over each stage.

Can You Convert an Image to a Searchable PDF?

The Difference Between a Regular Image PDF and a Searchable One

When you convert an image to PDF without OCR, you get a PDF that displays the image โ€” you can open it, zoom in, print it โ€” but you can't select text, search for words, or copy content. It's essentially a photo wrapped in a PDF container. A searchable PDF adds a hidden text layer beneath the image, created by OCR reading the text in the image. The visual appearance is unchanged, but now Ctrl+F finds words and text can be copied.

Doing Both Steps at Once

WukongPDF's OCR PDF tool accepts images directly โ€” not just existing PDFs. Upload a JPG, PNG, or TIFF file and the tool converts it to PDF and runs OCR in one step, returning a searchable PDF. This is the most efficient path when starting from an image file rather than an existing PDF.

Google Drive also handles this in one step: upload the image to Drive, right-click it, and choose Open with โ†’ Google Docs. Drive converts the image and runs OCR automatically. The result is an editable Google Docs document rather than a searchable PDF, but you can download it as PDF from there if needed.

Image Quality Makes or Breaks OCR Accuracy

OCR reads pixels โ€” the quality of the input image directly determines how accurately the text is recognized. A sharp, high-contrast photograph of a printed document at 200 DPI or above typically converts with very high accuracy. A blurry phone photo taken at an angle in poor lighting will have many errors regardless of which OCR engine you use.

If you're photographing a physical document to create a searchable PDF, a few things improve results significantly: flat, even lighting without shadows across the page; the camera directly above the document rather than at an angle; and the document lying flat rather than curved. Phone scanning apps like Microsoft Lens and Adobe Scan apply automatic perspective correction and contrast enhancement before OCR, which is why they often produce better results than a standard camera photo.

Checking the Output

After conversion, verify the OCR worked by opening the PDF and trying Ctrl+F with a word you can see in the document. If it's found, the text layer is functional. Try selecting a passage and copying it โ€” paste into a text editor to confirm the characters are correct rather than garbled. For documents that will be archived or relied upon for search, spot-checking a few pages for OCR accuracy is worth the few minutes it takes.

A PDF Compression pass after OCR can also help reduce file size โ€” the combination of a full-resolution image and an embedded text layer can produce larger files than expected, particularly for multi-page image scans.
