The cleanest way to insert a page into a PDF is to treat it as a merge operation. Prepare the page you want to insert as its own PDF, then merge the documents in the correct order: pages before the insertion point, the new page, pages after the insertion point.

Using Adobe Acrobat's Page Thumbnails Panel

Adobe Acrobat Pro offers direct page insertion through the thumbnail panel. Open the PDF and show the Page Thumbnails panel (View > Show/Hide > Navigation Panes > Page Thumbnails). Right-click on the thumbnail of the page before or after where you want to insert, and choose Insert Pages.

A dialog lets you specify the source file (another PDF), which pages from that file to insert, and whether to insert before or after the selected page. Acrobat handles the insertion cleanly, preserving bookmarks and page numbering in the modified document.

Acrobat also lets you insert blank pages (Right-click thumbnail > Insert Blank Page) — useful when you need to add an empty page as a section divider or to ensure a chapter starts on a right-hand page in a double-sided document.

On Mac: Apple Preview Makes This Easy

Apple Preview has a straightforward page insertion workflow that doesn't require any additional software:

  • Open both PDFs in Preview — the main document and the document containing the page you want to insert
  • Show the thumbnail sidebar in both windows (View > Thumbnails)
  • Drag the thumbnail of the page you want to insert from one window's sidebar into the other window's sidebar
  • Drop it in the correct position between existing page thumbnails — a blue insertion line shows where it will land

Save the result with File > Save (or Export as PDF if you want to keep the original intact). Preview's drag-and-drop approach is among the fastest methods for page insertion on Mac — no menus to navigate once the thumbnails are visible.

Inserting an Image as a New Page

If the content you want to insert exists as an image rather than a PDF — a photo, a scan saved as JPG, a diagram exported as PNG — convert it to a PDF first, then use any of the methods above. Converting an image to PDF is a one-step process in any PDF tool.

On Mac, you can convert an image to PDF directly in Preview: open the image, then File > Export as PDF. On Windows, open the image in Photos or Paint and print it to PDF using the Microsoft Print to PDF option. Once the image is a PDF, insert it using any of the methods above.

Checking the Result Before You Distribute

After inserting a page, scroll through the entire document to confirm the page landed in the right position, the page count is correct, and nothing was inadvertently duplicated or dropped. Check that the inserted page's dimensions match the surrounding pages — a page inserted at A4 size into a Letter-format document will look noticeably different in size. If the dimensions don't match, resize the inserted page to match the surrounding document before merging.
